Proposed Local Alcohol Policy

In 2016 the Council adopted a combined Local Alcohol Policy (LAP) with the Invercargill City and Southland District Councils. The LAP is reviewed every three years.

In November 2018 the Council decided to go ahead with a review but to withdraw from the combined LAP.

A new Gore District LAP has been development, with only minor amendments from the previous policy. These are: 

  • A qualified manager must be on duty at non-sporting clubs during busy periods 
  • New off licences will need a social impact study or similar 
  • Expand on licences to include those establishments not already captured eg function centres, conveyances, caterers 
  • Include the provision of safe drinking information at off licences as a discretionary condition  

District information

There are 32 premises in the Gore District with a combined total of 40 licences issued under the Act. These are: 

  • On licence 9
  • Off licence 12
  • Club licence 17
  • BYO licence 2

Their maximum trading hours are 

  • On licence 7.00am to 3.00am
  • Off licence 7.00am to 11.00pm
  • Club licence 8.30am to 1.00am
  • BYO licence 11.00am to 10.00pm   

As part of the review process and in drafting the Gore District LAP, staff have consulted with the Medical Officer of Health (MOH) and Police. Both currently support the continuation of a LAP in the Gore District and the proposed amendments.
