Service Connections
How to arrange a service connection to your property
Process:
The following steps outline the process for connections to the Council's 3 Water services.
- Provide a service plan with BC application (examples)
- Plan approved by the Council's 3 Waters Technical Administrator
- The applicant submits a service connection form 5 - 10 days before the connection is installed with a specific date for the completion of the work
- Job logged by the Council's 3 Waters Technical Administrator
- The day the work is to be completed the contractor confirms with 3 Waters field team (03 203 9118) the time 3 Waters staff needs to be on site
General:
- Service plan showing the location of all connections in the road reserve and the proposed access way must be supplied with the building consent application. Refer to examples provided for further details.
- Refer to the Council’s online mapping system for information regarding the location of infrastructure near the property. NB: The Council does not accept any liability for the accuracy of this information.
- Any alterations made during construction to what is shown on the service plan must be approved by the Council’s 3 Waters Technical Staff.
- A separate service connection for each individual property is required for all services. No new connection to an existing shared lateral or drain in common will be allowed.
- All connections and services installed within the road reserve are to comply with the Council’s Subdivision and Development Bylaw.
- Council staff member must inspect any new connection to the main prior to it being backfilled. This should be arranged through the Council’s building control officer.
- A piped service connection form must be filled out and submitted to the Council for approval five to 10 working days before the water connection is installed.
New Water Connections
- The property owner will be required to install a new connection to the main if there is no existing dedicated connection.
- All water laterals are to be PE 80B (MDPE) PN12.5 and installed with a minimum cover of 500mm
- All new connections require an Aculfo CM2000 composite manifold to be installed in a location where there will be no traffic.
- The lateral is to be installed by the property owner. However, the physical connection to the main is to be completed by the Council’s 3 Waters field team.
Existing Water Connections
- If there is an existing independent water lateral in a usable condition it is acceptable to connect to this.
- Where there is an existing water connection and the potential for efficiencies to be gained by renewing the connection at the time (i.e. installation of a new lateral in a shared trench) the Council will replace the water connection. The property owner will be responsible for excavation, backfilling and reinstatement of the trench. The Council requires five working days’ notice to arrange this work.
Stormwater and Wastewater
- The Council encourages disposal of stormwater via onsite soakage and/or rainwater harvesting for re-use.
- If there is an existing stormwater and/or wastewater lateral for the property, this can only be used if sufficient evidence (i.e. a CCTV inspection) is provided to ensure it has a remaining lifespan of more than 50 years (i.e. must be PVC with no obvious defects). If this cannot be provided, or the lateral does not exist, the property owner is required to install a new connection.
- In areas where there is a combined stormwater and wastewater main, full stormwater and wastewater separation inside the property boundary is required. In this situation a stormwater connection to the kerb and channel is preferred. However, if this is not possible a connection to the wastewater lateral will be acceptable.
- Where possible the connection between the wastewater and stormwater lateral must be in the road carriageway at a minimum of one metre past the kerb or edge of the seal. If this is not possible (i.e. the wastewater main is located in the berm), the stormwater/wastewater connection shall be a minimum of one metre outside the property boundary.
- There is a minimum requirement for all stormwater and wastewater laterals to be DN100 SN4 PVC, and installed as shown by drawings D17-1 and D17-2 of the Council’s Subdivision and Development Bylaw 2018.
- All kerb connections are to be installed as shown by drawing D16 of the Council’s Subdivision and Development Bylaw 2018
